Not refilling your life batteries is like never sleeping for a human, after some time, you either shut down automatically and wait for recover or you just die.
And the story behind this confusing pic is:
Arthur's system got a bug, so he didn't notice his life battery was dangerously low and he's shutting down right in front of Francis who just flips shit and tries to get him up to the USB plugs so he can refill his gauges. However that's very dangerous for a Daft Punk robot to get his batteries that low.
